Beijing Advances Plan to Transform Mentougou Industrial Land into Mixed-Use Zone

Beijing’s planning authorities released details this week on a rezoning application covering 92 hectares along Fushi Road in the Mentougou District.
The change would shift the land from heavy industry and logistics use to allow high-density housing, offices and retail. The proposal arrives as Beijing records its strongest first-half sales figures in three years, with 41,200 new homes sold across the city between January and June.
Residents in nearby Yongding Town and workers at the Mentougou Railway Station stand to see the biggest shifts. The station already handles 18 daily trains on the Beijing-Zhangjiakou line, while Yongding Town sits inside the city’s western green belt that the municipal government has targeted for 120,000 new residents by 2030.
Current industrial floor space on the site totals 1.1 million square metres, much of it built in the 1990s. Average residential prices in Mentougou reached 48,600 yuan per square metre in May, according to data released by the Beijing Municipal Commission of Housing and Urban-Rural Development. The rezoning documents project that new units could sell between 62,000 and 68,000 yuan per square metre once completed.
Next steps for approval and construction
The Beijing Municipal Commission of Planning and Natural Resources will hold a public consultation period ending 15 August. Developers must then submit detailed master plans by October if they want to bid on parcels released in the first land auction of 2027.
Buyers watching the area should track the commission’s website for the final zoning map and any updated height limits before signing contracts on nearby existing stock.
