Beijing Community Members Reflect on Local Government Administrative Reforms

Beijing’s municipal government reviewed more than 2,100 administrative documents during the 14th Five-Year Plan period and reduced unnecessary business inspections by 74.6 percent through a minimal interference list that covers 550,000 businesses.
These changes form part of broader efforts by the Beijing People’s Government to adjust city governance systems while the local Chinese Communist Party maintains primary decision-making authority. The reforms coincide with the city’s 2026 government report priorities that focus on building an innovative and livable smart city.
Business climate adjustments under new guidelines
Officials adopted a 28-priority business climate plan that includes dedicated space for young entrepreneurs and new youth apartments. The plan also supports financing access, talent services, and anti-monopoly enforcement. A national negative-list system restricts certain local subsidies to limit excess industrial capacity.
Community members connected to small enterprises and startup spaces have noted shifts in daily operations following the reduction in inspections. Some describe fewer routine visits from regulators, while others point to continued requirements under the 178 local regulations enacted on urban governance and public services.
Targets for growth and environmental quality
Beijing has set 2026 goals to expand gross regional product by around 5 percent, keep urban unemployment below 5 percent, and hold PM2.5 concentration near 29 micrograms per cubic meter. Three cases of local revenue data falsification have also drawn central scrutiny.
Residents in areas with high concentrations of small businesses and entrepreneurial hubs continue to assess how the combination of inspection cuts and regulatory updates will shape access to services and workspace in the coming period. Further implementation details are expected as the city applies the Beijing Municipal Action Plan to Promote AI+ across education, healthcare, and other sectors.
